大灣區(qū)科學(xué)論壇永久會(huì)址日前在廣州市南沙區(qū)正式動(dòng)工。該建筑群由會(huì)議中心、科創(chuàng)中心和科學(xué)家公寓等組成，地上總建筑面積約11萬平方米。

The construction of the permanent venue for the Greater Bay Area Science Forum began on Saturday in Nansha District. With an above-ground floor area of approximately 110,000 square meters, the architectural complex will consist of multiple facilities, including a conference center, a sci-tech innovation center and apartment buildings.

大灣區(qū)科學(xué)論壇是由“一帶一路”國際科學(xué)組織聯(lián)盟（ANSO）發(fā)起、廣東省人民政府主辦的國際合作交流平臺(tái)，旨在為各國政府、科學(xué)家和科研人員、創(chuàng)新企業(yè)家以及金融界專家等提供一個(gè)討論科學(xué)發(fā)展趨勢(shì)，共享科研成果，催生創(chuàng)新合作，促進(jìn)產(chǎn)業(yè)發(fā)展的高層次交流平臺(tái)。首屆大灣區(qū)科學(xué)論壇于2021年12月在廣州舉行。2022年9月24日，永久會(huì)址正式動(dòng)工，預(yù)計(jì)將于2025年建成投用。永久會(huì)址建筑群的方形體量被雕刻成數(shù)個(gè)風(fēng)帆與海浪元素的屋面單元，展示出新時(shí)期中國科學(xué)發(fā)展百舸爭流、千帆競渡的拼搏精神。

粵港澳大灣區(qū)是中國開放程度最高、經(jīng)濟(jì)活力最強(qiáng)、創(chuàng)新發(fā)展最活躍的區(qū)域之一。作為粵港澳大灣區(qū)最高級(jí)別的科學(xué)盛會(huì)，大灣區(qū)科學(xué)論壇將為大灣區(qū)建成國際科技創(chuàng)新中心，建設(shè)全球科技創(chuàng)新高地，推動(dòng)新興產(chǎn)業(yè)發(fā)展，注入全新動(dòng)能，產(chǎn)生積極深遠(yuǎn)影響。

【重要講話】

到2025年，全社會(huì)研發(fā)經(jīng)費(fèi)投入大幅增長，頂尖科學(xué)家集聚水平明顯提高，人才自主培養(yǎng)能力不斷增強(qiáng)，在關(guān)鍵核心技術(shù)領(lǐng)域擁有一大批戰(zhàn)略科技人才、一流科技領(lǐng)軍人才和創(chuàng)新團(tuán)隊(duì)；到2030年，對(duì)世界優(yōu)秀人才的吸引力明顯增強(qiáng)，在主要科技領(lǐng)域有一批領(lǐng)跑者，在新興前沿交叉領(lǐng)域有一批開拓者；到2035年，形成我國在諸多領(lǐng)域人才競爭比較優(yōu)勢(shì)，國家戰(zhàn)略科技力量和高水平人才隊(duì)伍位居世界前列。

By the year 2025, China will have substantially increased its total R&D spending, attracted more top scientists, boasted a large number of scientists and technologists in strategically important and core technological fields, top-level sci-tech leaders and innovation teams. By 2030, China will be significantly more attractive to global talent, boast some frontrunners in main sci-tech fields and pioneers in emerging frontier and interdisciplinary areas. By 2035, the country will have competitive advantages in talent competition in many areas, and its strategic sci-tech strength and high-caliber talent teams will be among the strongest in the world.

要發(fā)揮我國社會(huì)主義制度能夠集中力量辦大事的顯著優(yōu)勢(shì)，強(qiáng)化黨和國家對(duì)重大科技創(chuàng)新的領(lǐng)導(dǎo)，充分發(fā)揮市場機(jī)制作用，圍繞國家戰(zhàn)略需求，優(yōu)化配置創(chuàng)新資源，強(qiáng)化國家戰(zhàn)略科技力量，大幅提升科技攻關(guān)體系化能力，在若干重要領(lǐng)域形成競爭優(yōu)勢(shì)、贏得戰(zhàn)略主動(dòng)。

The country should leverage the marked advantages of socialism which has the ability to mobilize resources to accomplish major initiatives, strengthen the leadership of the CPC and the government on major scientific and technological innovation, and give full play to the role of the market. China should optimize the allocation of innovation resources based on the country's strategic needs, strengthen the country's strategic scientific and technological strength, greatly improve the systematic ability to tackle key scientific and technological problems, and cultivate competitive advantages and seize the strategic initiative in a number of important areas.
